Request for Proposal (RFP): Strategic Planning Consultant Services - CPHR NL

CPHR Canada invites qualified consultants to submit a proposal for strategic planning services to assist in the development of a comprehensive strategic plan for our National Human Resources (HR) Association.

CPHR Canada represents 31,000 members in the Human Resources Profession across 9 provinces and 3 territories in Canada. Established in 1994, CPHR Canada is the national voice on the enhancement and promotion of the HR profession.  With an established and credible designation and collaboration on national issues, we are proactively positioning the national human resources agenda in Canada and representing the Canadian HR profession with HR Associations around the world.

Scope of Work: The consultant will work closely with our Board of Directors and key stakeholders to:

1. Conduct a comprehensive assessment of the current state of our organization, including strengths, weaknesses, opportunities, and threats (SWOT analysis), or different assessments that the consultant feels appropriate.
2. Conduct surveys, and several interviews with Provincial Chairs of Boards of all current stakeholders including Provincial Associations who are members to gather their input.
3. Facilitate strategic planning sessions with board members, staff, and other stakeholders to define the organization’s vision, mission, goals, and objectives.
4. Develop a strategic plan that helps outline clear strategies, action plans, timelines, and performance metrics to achieve our strategic goals.
5. Provide guidance and support in communicating the strategic plan to internal and external stakeholders to ensure buy-in and alignment.
6. Offer expertise and best practices in strategic planning to ensure the plan is practical, actionable, and sustainable.
7. Execute completion by late fall 2024, with meetings to be held in person in Toronto/Montreal.

Proposal Requirements: Interested consultants should submit a proposal that includes the following:

1. Overview of the consulting firm, including relevant experience working with similar organizations and expertise in strategic planning.
2. Proposed approach and methodology for conducting the strategic planning process, including timelines and deliverables.
3. Profiles of key consultants who will be involved in the project, highlighting their qualifications and experience.
4. Detailed budget, including all fees and expenses associated with the project.
5. References from past clients who can speak to the consultant’s ability to deliver high-quality strategic planning services.
6. All submissions must be sent in English.

Proposal Submission: Proposals must be submitted electronically to Anthony Ariganello, CEO, at [email protected],  no later than July 31, 2024. Late submissions will not be considered.

Evaluation Criteria: Proposals will be evaluated based on the following criteria:

1. Consulting firm’s experience and expertise in strategic planning for similar organizations.
2. Proposed approach and methodology for conducting the strategic planning process.
3. Qualifications and experience of key consultants.
4. Demonstrated understanding of the needs and challenges of our organization.
5. Overall cost-effectiveness of the proposal.

Selection Process: After reviewing all proposals, CPHR Canada will shortlist the top candidates for further evaluation, which may include interviews or presentations. The selected consultant will be notified by September 15, 2024.
